I've a similar bug, the difference is I've popped the Star Performance achievement, finished the other 2 side quest, and the 3 main quests and the Strong Foundation achievement still is not awarded.
Then pick up 2 collectables and the achievements popped one after the other.
In your case I believe you'll still have to run through to the train cart and the camera mission to get the Star Performance achievement too.
Now I have no clue what happens if you exit the game or restart it after meeting the requirement and not getting the achievement (you could try unlocking a skill anyway, maybe it still works, who knows). From what I've read here, you need to trigger the achievement check in other ways like completing another foundation mission or getting a new collectible. But you won't be able to do so anymore since you completed/collected them all. So the solution would be restarting the DLC from the main menu and grabbing a collectible or completing a mission to trigger the achievement progress check.
So in short: don't exit the game, but unlock a new skill as soon as you're done with the achievement in order to trigger it. There are probably some other actions that you can do to trigger the check but this is the only one I found and it was easy and quick.
The thing is, if you restart the DLC just to grab a collectable or some other thing it will create a new save game and you will lose your progress. So what I did was to back up the save beforehand.

and just so you know, the foundation missions are 6, not 5. There's one you're missing.
Make sure you save some skill points to unlock a skill once you complete that mission so it will pop.
