I'm also on a RTX 3090 and playing on everything maxed out including Raytracing. 4k and DLSS at 1440p. I have average around 70-90 fps.
I am having the same problem (on Gamepass though, not Steam).
and Doom Eternal runs awesome on my PC.

Gamepass version is bugged / broken atm. They've acknowledged it but haven't provided a workable fix yet.
I would hope the 3090 could run it without DLSS. That makes the game blurry with the lower resolution.
As I said earlier my 2070 Super runs it maxed out with RTX full minus shadows and debris @ 1080p and no DLSS. I tried it with DLSS on and off. While I can max everything with DLSS on it lowers resolution below 1080p and looks a bit blurry. With it off it looks a bit better honestly, but most probably don't notice if they are just running and gunning. When I do 2k though it looks WAY better than with DLSS on, but I only get 28-35 fps. I am sure the 3000x RTX cards should be able to run it without DLSS.
*Edit* I just noticed the 21:9 so that's like super widescreen never mind. With a normal 4k a 3090 should max out the game. Heck a 3080 or 3070 should be able to max it out at 4k since the 2080ti gets close.
