How do you get to the Sealed Threshold Hall, Containment?

Like the title says, for the life of me I just cant figure it out, I even beat the game and I figured by doing this I'd get access to the area I was literally thinking that I'd be able to reach it from Logistics, Containment via the door that I assume leads to a staircase, marked with a sign "maintenance/mechanic" but it remains red so I literally have no idea what's going on I'd appreciate any clarification on how to reach this area and beyond thank you

Have you found Horowitz in Logistics? (Face the big map of the US, go through the door to the far right, go up the stairs to the back of the next big room, look for the Ranger lying in front of the safe room. Talk to him, and there's a light switch next to him which starts a quest.)

Finished the mission with Wells but now I can't get back into the sealed Threshold. The portal to the motel isnt there anymore. Bug?
