Surge does not show up at control point

I have the ultimate edition and I am now playing AWE content in investigation section, but I do not see the surge service weapon upgrade at control points.

I go to astral constructs, weapon forms, but it shows no weapon forms available. When I look at weapon loadout, I only see charge, spin, shatter, pierce, and grip.

Have I missed something simple?

you can only see weapons in the weapon forms page when you find the necessary materials, kill a few things in the investigation sector and get all the types of drops, then it'll appear

I had to progress a few hours before it finally showed up.

Oh, JJThe¤w¤ mentioned what the trigger was. That makes sense. It will show up eventually.
