The executable autodetects the best version for your system.
You can force it , actually ( just add -dx11 or -dx12 to the startup parameters) , but if the game picks dx11 chances are it came to the conclusion that your system can't handle it the dx12 version of the game.
High textures on DX11 work just fine on my old rig, but when I force DX12 textures just won't load, i'll stick to the lowest setting.

it forces steam to load the specified exe and works for any exe for any game. I use it for several games that use launchers as they get on my nerves
