It's NOT like Doom 2006 which had literal jump scares in every nook and cranny with demons tearing at your face.
In Control, most enemies teleport into the rooms / areas in obvious ways. Like 10 meters in front of you or whatever. I don't recall any hiding behind you or doors opening.
There is one optional place that might have it. It's in the lowest floors of the complex. The enemies look completely different from everyone else (I won't spoil it) and they largely appear in a poorly lit area.

skip to the 10 minute mark.
Unfortunately there is one slightly smaller enviroment where you have to be near one long enough to lure it into a room to trap it in to progress, that was unpleasant even without being photo sensitive
Come on now. Unlike a lot of the toxic trolls here, DSO is trying to be helpful. He mentioned that he played the game a year ago (likely on Epic or console). Ease up a bit.
1. That one boss someone mentioned with the bright light. Not awful.
2. Every one of those spiky enemies that have the strobe light -- quite annoying, and not a necessary effect.
3. Especially the mind control effect, I'd like look away from the screen every time I used it. It would have been nice if there were an option to turn off the flashing.
Aside from those, there weren't many jump scares and not many super bright flashes, and it's a neat game other than the annoyance of tons of respawning enemies, and a ton of my deaths and reload times being due to not being able to see anything (screen covered in low health red jelly or a hundred particles or whatever).
