That's the Archives on level 2. You can get there earlier by taking the elevator to level 4, going out on the bridge and dropping down to the level 2 bridge. Use the Evade power (the one from the merry-go-round horse) to negate your fall so you don't die. Later on you can just use the Levitate power to fly over to there.

Oh really? Is that simple? Thank you so much, I've already completed the game tho, it was the last location I didn't reach
