Unfortunately, I do not know how to fix it.
Why would that be intentional? Unless you are talking about some breaking the 4th wall nonsense.
There's nothing nice about tying any language options to OS instead of letting the player choose.
People have spotted wild on these forums. It's not like they have any better forums to use outside of social media.

One game (demo), I forgot which one, forced me to use the "set launch options" of the general properties to use the english language. I'm not 100 % sure anymore what it was but afair I had to use -en in the launch options. Maybe Control has some command like that too.
