There most definitely is exactly enough to max every character, because I've done that before. It's just very tedious, because most of it is in the school.
Here is the breakdown:
Angel: 1320 (33 vials)
Sunset Part 1: 1440 (36 vials)
Sunset Part 2: 1600 (40 vials)
Cloudman: 1760 (44 vials)
Encounter Part 1: 1920 (48 vials)
Encounter Part 2: 2120 (53 vials)
Alter Ego: 2320 (57 vials)
Smile Part 1: 2640 (66 vials)
Smile Part 2: the rest (don't know how many exactly - but I think it matches all characters maxed)
Prolly best to biuld your combo counter by hitting criticals on regular smiles, then try to hit the critical on the plane smiles. WIth a high enough combo counter just killing a single one will give you a huge amount of blood.
iirc there a plane smile near a save room, so you can try hitting the weakspot and if you fail and the smile is about to reach you, you just get into the save room and the try again.
