What does "Open clinic at any specialized department" mean?

I built my hospital more as a Medical Mall with each department in its own building around a central outdoor courtyard rather than a single large hospital building (it's easier for me to focus on a specific department that way). I have a clinic, which is just a building with some regular doctor's offices in it. And I have a lab building, a radiology building, and a management building that contains the pharmacy, gift shop, manager's office, education room. etc. Now the game wants me to "open a clinic at any specialized department." But I don't know what that means. Anyone have a clue they can share?

I think that is like the doctor offices in the Internal Medicine and other departments.

Thanks, but I still don't know what that means. I have a clinic with every room built, I have a radiology department with every room built, and I have a lab department with every room built. What department is it telling me to build next?

Specialized department is any of internal medicine, general surgery, orthopaedy, cardiology, neurology, infectious diseases, or traumatology. Build a doctor's office and waiting room for the department you choose and hire a doctor. It may be a good idea to start with a surgical specialty (not internal medicine or infectious disease) because one of the next tasks is to open hospitalization in a specialized department and perform one surgery.

Yes, I opened an Internal Medicine department earlier today and met that objective without expecting to. Why didn't the game just tell me it wanted me to build one of those specific departments instead of that cryptic message?!?! Still, thanks for your help!

I can't build any of those, so how can I pass this goal?

Everything is greyed out expect the ones I already have: Emergency, Radiology, Lab and administration.
