Procedures are done in the Special Procedures Unit not in the Operating Room. No surgeon, no anaesthesist, just a doctor with IM specialisation.
You do need anaesthetics for surgery rooms and I would also recommend it for rooms with frequent collapsed patients such as ICU and trauma center. Anaesthetics has two functions. It reduces death chances for collapsed patients and it also reduces chances for post surgery complications.
