Right now if I didn't toggle/accept any events I barely get 80/90's patients per day.

I am currently at about 130 patients with some mods but nothing that unexpectedly changes patient numbers except some supplementary insurance providers. This is consistent with the patients I should receive. I get almost every day the number expected give or take up to five patients. The only thing that did not work for me were those xx% more patients due to flu season. That did not change anything.
What I suggest is checking and improving your reputation. You have only two stars. I have five full stars but I micromanage my patients and doctors a bit. Also you do have every 20th patient untreated and actually quite a bit of mistreated patients. Those might be reasons for your issue. Let us know if you figure out a solution.
So basically you hospital seems to be utterly ugly, your staff is grumpy and your patients cannot fulfill their needs is what a consultant would say. :D
Now how to fix it? I still need to look at what factors can be addressed by what actions but if you look at your department statistics one by one you should get a good idea on what is wrong. The only thing ist, that a lack of factors is not only a lack of factors for complaint but also a lack of factors for happiness. Now it is not as easy to find them if you don´t know them. Remember, there was no manual.
Just google for project hospital prestige. I found a neat guide serving a starting point on Youtube.
Some examples that I figured out for my clinic:
Put some staff with the pleasant modifier at choking points such as the information or pharmacy and watch how the patients get this modifier.
Lots of objects are only for decoration, but not all of them (even though not all work properly). Place decorations, couches and bookshelves in patient areas. Make sure you do have enough toilets. Also check whether you can shorten walking distances and waiting times for your patients.
Make sure your staff can fulfil their needs and they also work in a nice environment. If they are grumpy they work really slow and then the patients have to wait.
P.S.: Oh and one other thing, your changes to patients per day might not be in effect if you have DLCs. They sometimes change the values back. I noticed it when installing a mod for more selectable insurance companies.
The reason I'm playing the way it is because I Min-Maxing patients, the faster it goes out, more I can take in (most games usually play out like that), and it certainly do, it doesn't even increase the payout.
However sure, you can argue you can boost staff morales, and make them perform better.
That's why I start new games with Prestige on MAX. While it's not exactly easy thing to do, but by far it's far easier to MAXING prestige instead of maxing your hospitality services, btw it's actually look uglier because of those posters spamming.

5 Star, btw if you didn't realize the prestige will drops at 00.00 to 3 star every single day, and usually it will go up harder if there's someone died.
Anyway, back to original discusiion, even at this point I never get any more than 135 patients, and it's averages at 90 patient/day.
The reason isn't necesarily income, but with almost 200 staffs, it just kinda weird just catering 90 people/day while you can do the same with less staffs, 90 staffs to be exact, you just need to open Emergency, Radiology, Labs, Janitors, and Pharmacy, No Need to open any department, and Hospitality services.
So far I got around 200+ patients no problem but with only emergency opened and 58 staff (where around 18-25 are only there for training custom hired staff for departments I plan to open so the real number is close to 35-40).
With three medical departments I got like 130 patients (also limit of insurrance companies) of reliable patient flow every day. I even had to turn off insurrances as I could not cope with all patients :D.
I can tell you a bit more in a while as I am playing a slow paced game currently and take my time to figure out how everything works and also I use staff training & perks to my advantage. This time I only hired custom staff with chosen perks that I think are best for my departments overall. I modded perks slightly so I get to pick three good and one bad perk. Also modded training to reducing all training stats to half of their original valu.
As for my other game with four departments opened I serve around 130 Patients with about 90 staff plus 30 trainees. What I noticed is that the game hospitalizes lots of outpatients for ridiculous reasons which exponentially increases your staff numbers. That might level out a bit once I have more departments.
Or I will share a mod with you that gives you a galore of patients just so you get confirmation that the issue is normal behaviour on your end. Won´t have time today though.
