You need to place a stool in front of it, and one to the side indicated with a blue arrow.
Blue equipment means it is missing an additional piece(s) of equipment that must be paired with it - like how a PC stays blue until you put an office chair in front of it.
Thanks for the info, gents, I'd never have guessed that what I'm missing is two bloody stools.
I liked the comment about what a "blue" item means. But, what does a "green" item mean? I have one -- a couch -- in a common room, and I cannot move it
