It can make things a little hard to see, for the 3rd and 4th floors, as there is no "roof" on the floor below. But, you dont end up with a foundation you dont want.
When you first build your 2nd floor, you have to keep in mind, what the 3rd floor may "do". So, you want a terrace on the 2nd floor. For it to work, you have to make sure that your build, doesnt allow for 3rd floor foundation above that terrace.

As you can see here, The terrace is on the 2nd floor, and the 3rd floor has no foundation above it. So, you have to strairstep the terraces. If you want them to look like that loading screen in game. And, if you want grass, and plants, then you make sure the "floor", or roof from below, doesnt have any foundation. No foundation= "outside".
