Fast Learner Perk?
I have been trying to see the difference of Fast Learner perk vs without it. I use the study room to send my staff to level their skills. I'm not sure how the Fast Learner perk is any faster than when not included. When I send staff without that perk, they're learning at 8%. When I add the perk, they're learning at 6% I believe it is. I mean, do they learn twice a day vs every 8 hours a shift? It's a pain leveling staff and I'm trying to get it to go faster because I train all of my staff. I create them and I train them. I always give them the Scholar trait as well.

Hello, while studying, the perk Fast Learner will manifest in two ways. First, a doc with the skill will be learning more efficiently (1 hour =1,3 instead 1 hour =1). Second, it will take him about 3 hours less to finish. Please note that occasional pauses for refreshment or bathroom are not counted to this so the real-time will be longer. In the meantime, a doctor without the perk will be studying for 8 hours. So in the strict same testing condition a doc without perk gains between one and two percent more than the one with the perk. I agree that at this point the perk seems to contradict its purpose. BUT if you send a fast learner study also for the extra 3 hours then he will gain a lead. Also, a fast learner will learn about 30% more efficiently while treating patients. So at the end of the day, the one with the perk should be gaining skills faster.

In addition, you can speed up the whole process by changing the value in Tweakables.xml.
