Tutorial 2 - Can't Hire Staff

I follow the tutorial go to the question mark and click on the option to add staff and nothing happens, no tutorial to 'follow' to hire staff. Very strange. I also would like to suggest a more flashy UX for the tutorial, half the time I can hardly see where the stuff is I'm meant to do. So far very frustrating. :(

To hire staff, pick the department you want to hire for, press the 'cog' icon then click the open slot for the room you want to hire for. The green sun indicates day shift, the blue moon indicates night shift.

If you have a staff member without an assigned work space, clicking the three dots to one side or the other lets you appoint a staff member to that slot.

Thanks! After restarting several times and starting a new tutorial 2 again I finally got the stuff to enable. Thanks for the guide.

I tried to follow but in this scenario (dlc infectious disseases) it seems it does not work out. The whole hospital actually has zero staff and hiring is definetely impossible. Is there another way?

I'm currently playing with all DLC's. Newest version. Everything works fine.
Mark and build a room that needs staff.
Build everything(!) the room demands (red highlighted)
Change to administration and the staff-symbols over a desk with a PC are visible (like shown in the pictures above)
You need to have select the right department. The staff symbols are only shown for the department you have selected in the lower left corner.
Click on the symbol (day or night shift) and hire a staff from the new menu)
