Report a translation problem
I mean, you can create a fake "parking lot" with the tiles at your disposal, but you must have the real one attached to the lower road, and that's the only one the ambulances will actually use.
If a dev sees this, please reserve the space for the ambulance parking lot so I can't build on it, or just put it in from the beginning. This was a really frustrating experience.
That is really one of the most silly design flaws I ever saw in any game.
