No. Because once they finish cleaning for their department, they help in others as well.

depends on the size and staff amount you hire. If you are still on the small scale one dept of janitors should be fine but if you have 15+ depts (workshop mods) and 9 floors then you'll need to be more willing to have janitor teams for each dept

With the last DLC, you can appoint a janitor by room. For big floors, I do that so that I'm sure waiting rooms and corridors are really clean. But for that, you need to have your janitor by department.
