Suggestion：select unlimited perks in the character editor

In the present version, we can only, and have to choose two positive perks and one negative perk when creating a staff, which is kind of a boring setting. We cannot create one staff as free as possible, for example, an excellent doctor with more than two positive perks and no negative perk.

I know that creating staffs freely may harm the balance of perk system, my solution is that we can adjust the fee of creating one staff. For example, add one more positive perk, the charge increases 5000, and add one more negative perk, the fee will decrease 5000.

You can adjust this yourself in the tweakables file for the DLC.

I looked around because of @End Lancaster's answer, and it seems that this is the file that you would need to modify:
