How to change default to "Controlled by Doctors"?

At some point , I switched this accidentally (not even sure how) and now every patient coming through Emergency is defaulting to "player control". I don't want this, at least not right now - how do I change it back?

Surgery seems to be set to Doctor control by default. I must be missing a button somewhere...

Management mode, sleect the department, is one of the buttons on top left
