Yep, emergency doctors have the Acute medicine spec. so they can prescribe ... Advance diagnosis has only couple of unique examinations and better AI ;)
Is this somewhere ingame explained or even part of a mouse over info? If not, I highly recommend doing so, to prevent false positive bug reports.

And also it depends what department the doctor is from. Certain doctors cannot make specific prescriptions or investigation referrals if they don't work for a department that allows them to.
