On Call Room not unlocking?

Hi All,

Wonder if you can help, whenever I hire a doctor I cannot seem to find the on-call room that I need in order for hospitalisation!

It also will not unlock in the prefabs, anyone else come across with this problem? Or am I just being silly?

I'm assuming you unlock the hospitalization form the insurance. if not you have have to complete some insurance goal, i believed it's the second from the list.

That makes sense I suppose! I was just confused as it says to unlock this you need one doctor, which I have.

You're correct, this is in sandbox mode.
