Locate the save file (somewhere like: %appdata%\..\LocalLow\Oxymoron Games\Project Hospital/map)
In the XML file search (CTRL + F) for "balance". You should find the line <m_currentBalance>xxxxxx</m_currentBalance>.
Edit the value to whatever you wish.
Or just use Cheat Engine - look on youtube there are video on this
Yeah. I just followed this guide https://steamcommunity.com/sharedfiles/filedetails/?id=1553617056
First you have to make your local save (Not cloud)
then go to "...AppData\LocalLow\Oxymoron Games\Project Hospital\maps"
There you'll find your world in a zip, take the zip out of the folder and inside you'll find three files, 2 xml and 1 pic.
Both XML have a section to change your balance
File (World name) look for the line
<BudgetBalance>xxxxxx</BudgetBalance>
File SaveInfo look for
<m_currentBalance>xxxxx</m_currentBalance>
write the same balance on both and save the files, put them inside the zip, and the zip inside the folder.
your have more money!!!

This guide works perfect.
You can also add easy money with these steps:
Go to the file for the insurance companies.
You have to know which objective is currently active with one insurance company.
Change the parameter for treated patients to a lower which you are struggeling to achieve right now. Change the amount of the money reward to a number which ever you like.
It worked perfect for me with 10 patients and 5.000.000. Little bit too much tbh.
