As for making the waiting rooms, if you click on "waiting room" in the build menu, you can place a zone for that department. The game also seems to know which department to assign a waiting room if you use the "non-specific" tab in the prefab menu.

Then toilets, common rooms, etc need to be shared resources.
game says it is but employees don't behave like that. And "shared rooms" like toilets are still built as a part of department.
How did u share rooms except of just placing it as a room fo deparment?
The game says itself that there are some rooms shared. One of them is toilet. I haven't found any option how to choose room and make it shared. When you switch to department management you can see there is count of rooms. Department rooms are on the top and bellow them is section "shared rooms" (I use my language so I don't know how it is in english). Shared rooms are toilet, hall and I think cleaning room as well. My employees don't care. They don't want to go to toilet built as part of different department. I think shared room should be completely separeted from other departments not look like part of them.
Some rooms can be used by all departments, although doctors tend to prioritize their department, so take that into account (like, if they have a restroom of another department right next to them, and one of their department three floors down).
And janitors still clean other departments if they are finished with their own, but only if they are completely finished with their own. Don't expect them to be able to keep up with two different departments. You can always build a single, big cleaning closet and divide it between departments accordingly.
Waiting rooms are not shared. Every department needs a separate one. Again, you can always create one big waiting room and designate different spaces for different departments.
I know, I can have one in Cardio, Neuro, Ortho and Trauma and I understand why, BUT, why the heck is there an completely separated department "Surgery"? Can I just use them (instead of Cardi, Neuro, etc.) for my whole hospital?
And where is the difference to have a Cardio-Room in other departments? Which one I have to build, so use it for all departments? (Like Sonography in Radiologx department. I can use it also for Orthopedics).
Can someone answer this two questions for me?
