Shared Cleaning Closet
Will this be included or do I actually need 3 separate cleaning closets on my first floor, one for ER, Radiology and Lab?

You could probably get away with 2 if you make all the current shared rooms as one department and the other just cleans the required rooms for the other departments if it’s just a space issue you can place them on any floor and they will clean their area first and then go to another department area

Just being stubborn and not wanting to remove a medical office or a piece of the Common Room. The issue is that I only have 4 cleaners for all of the 1st Floor, I have yet to expand to another floor or add any hospitalization.

Hmm - I think you're even ok with 2 janitors or even a single one. The janitors will clean 'their' department first and then move on to other dirty spaces in their vicinity. Usually I place two small utility rooms on both ends of a floor, that way the start from the outside and move to the center. After a few ingame days you get a feeling where your 'dirty hotspots' are and you can add another janitor.

I can recommend to make one bigger cleaning closet and then split it into more cleaning closets just in the management mode.

Typically speaking cleaning closets aren't shared in the real world, in most EU countries legislation is such that clinical areas must have dedicated rooms in which to store and decontaminate domestic services equipment. The reason for this is to stop the spread of infection.

For example, if a floor has 4 wards it would have 5 cleaning closets, 1 for each ward and usually 1 for shared areas.
