Also for comparison, original HoMM3 had 3 or 4 maps per campaign. And more 3 maps than 4, so this is in line with the legacy of the genre.
It took me more like 30, though this is my first real TBS.
TBH, I would be floored if they didn't add more campaigns. Aside from adding campaigns, adding more factions, fixing bugs, can balancing, I can't really think of what else they would add. Considering the devs have said they plan to work on the game for another year, I can only expect you would get at bare minimum 2 more campaigns, with one for each faction. Though from the way that the Rana and Arleon campaigns end, I would be very surprised if those stories didn't also get more campaigns.
