the devs could in theory provide an option to apply a shader of some kind. i believe they are using Unity as the game engine - and there are a lot of shader modules that can do this within Unity.
this game is not drawn by pixels
this game is made from high-res sketeches that colored then decreased in size in order to pixelate
https://twitter.com/KordianRonnberg/status/1534175622972456961/photo/1 already have much higher resolution than in the game! https://pbs.twimg.com/media/FUp8l8aXEAEhJz6?format=png&name=large

Here, maybe this vid will help show you some more. It talks about how the art of this game evolved. jump to 10:13 to specifically see how a sample pixel art asset is created.

It's not gonna happen. Next question.
It's not decreased in size. It's 2 different people who respectfuly worked on their field.
Emanu Garnheim did the rough concept art which is unusable in a polished game.
None of his sketches are animated.
Kordian Ronnberg is the pixel artist who did all the final work in pixel art by interpreting the concept art done by Garnheim. He manually worked for the visuals and didn't do it by decreasing the size of the concept arts.

"We always wanted to make a pixel game, but starting out we wanted a super high-res pixel game - which was a crazy amount of work."
They wanted high res, it was too much work. The current art style was chosen because it's cheap. Ofc that was obvious despite all the sorry simping for low res pixel art around here. Can't wait till someone has the means to produce a heroes like game with actual good looking sprites by modern standards.
as for me it is better that to have suffering eyes :(
I'd like to pay for eyes pleasure
