How do rally points/spawning pools etc. work?
Still can't figure out what I need to do

Build one and you can go to it on a hero to recruit from any of your towns. You have to actually send your hero to IT, not just your town center.

If you send your hero to the town center it will recruit the units only available inside that town
If you go to the rally point, it can recruit units from other towns, but you have to manually select from which town you are recruiting from, and you cant upgrade any units in it
