As far as I'm aware, this skill is better in MP. IIRC from discussion on the discord, what it does it prelevels any future wielders you recruit with a percentage of your wielder's current EXP. This allows you to purchase new wielders with very high levels.
In MP, across a long game, where you may lose multiple armies and fight multiple pitched battles and need to recruit new wielders late into the game, having tutor on an early wielder can give you a huge lead (as far as I understand how it works, maybe I'm completely incorrect).
As for SP campaigns, however, it doesn't really seem that useful. At the very most, recruit whatever wielders you can so that in prior levels they come with exp.

After leveling them a bit. You recruit new heroes next to your first wielder. Or you recruit them in the backfield and have them run more units up. Interact. Instant multiple levels to your level 1.
This gives you:
New resource income
New gold income
Very good wielder scouts
Strong wielder mages
Tutor is so beneficial it dictates your gameplay. One killer army, going around getting experience as quickly as possible. It makes no sense to have 2 strong armies both getting experience.
If the devs can get the skirmish AI to always use tutor with some expertise, then I guess everything will be good. If only the players use tutor and the AI just stumbles around, then it would be better to remove the tutor skill from the game.
