What counts as "all challenges" for the achievements?

I know this has been asked before but that was like 4 years ago so maybe things have changed...
Specifically, do the additional challenge packs (such as Thriller Night and Shinobi in Nightcall) need to be completed to get the "all challenges" achievements?
Also do the classic challenges count towards this achievement as well (I'm not entirely sure if they're additional as I am very new to the game).
Currently for NightCall I have done everything except classic; Thrill Night; Shinobi and it hasnt triggered the achievement.

In my case it was literally completing all the challenges (yes, including Thriller Night and Shinobi in Nightcall) so you must obtain 100% in Hawke's Bay without a single challenge remaining. I have read cases where just completing the base challenges was enough but, as I said before, that was not my case.

if i don't have certain dlcs (a silver tongue and special assingments pack 2 both for miami), do I need to buy these dlcs for any achievements? i saw that you have 100% in the game

You don't need all the DLCs in the game to have 100% of the achievements and, those two that you name, are not necessary to obtain it.

Here, just in case, I´ll leave you the list of the 19 DLCs that must appear in your library to have 100% of the achievements:

i assume there will be a certain number of achievements i am therefore 'locked' out of - 52 i believe looking at this xbox guide

Unfortunately yes, right now it is very difficult (if not impossible) to find any third-party site that sells the DLC key.

Regarding achievements, I think there are 69 achievements that you could not obtain if you do not have the Legacy Pack, although I may be wrong.

Well, there's only one option I can think of right now (although I must admit that I don't know if it will work 100%), this is something called "The Peacock Project". This is a program that connects you to an independent server so that you don't depend on an internet connection all the time.

But hey, what does this have to do with a possible solution? Well, I'll tell you about my case; I have all the DLCs of HITMAN 2 except for Patient Zero so I can't normally play this content, but one day I installed Peacock Project and I was surprised to learn that this DLC was unlocked with this program. I've read in forums that this is a bug and shouldn't do that but hey, it's what I recommend you try now. I leave you the link below:

i actually managed to find codes! i got the expansion pack so sorted everything except legacy.
but i did find goty hitman and downloaded it but it isn't letting me play the levels in hitman 2. ive logged into the same account on both, is there anything else i need to do?

Unfortunately, since January 2023, it is not possible to transfer content from one game to another.
