I'd even go so far as to say the combat is intentionally as 'bad' as it is and with as little features to dissuade people from playing as a crazed gunman and push people towards a proper professional assassin playstyle where a shootout is a very last resort.
Edit: You can only slow time by aiming sniper rifles, assult rilfes and shotguns don't count.
