Just drag zoe washington from bottom to the top. Thats the only solution. You need to kill guards in that area

I don't think there is any way to lure her up to the balcony. You have to use force (as in arm-muscle force).

It tells you right on the challenge: throw the twins from the penthouse balcony, there's literally nothing to figure out as the challenge itself tells you what has to be done

Well the other twin will follow you up there in one of the story line triggers and you can toss her off. I don't know a way to lure Zoe up there

The challenge itself can be paired with All the kings men. Lure one twin up there as Block, toss her off and then change into the Knights Armor, kill all the guards and then drag zoe up the tower. Get them both done in one run

Those narrow hallways just funnel enemies to you with little chance to flank you

If you save and reload you can also get tis but a scratch while you are doing it (kill a target as the knight with the broadsword, just reload and toss her off after without changing the set up). 3 challenges among others that can be done all in one go

Easiest way is to kill all the NPC's outside the Janus funeral area, then kill her guard and knock her out (also a good opportunity to get the challenge for dropping a hanging cage on a target) when she passes through that area and drag up her the Constant's tower to the catwalk connecting to the main tower. There's no simple way to get her through the Architect's lounge so you'll need to kill all the guards there.

You can pair this challenge with a few others but you have to forget your SA ranking.

1. Follow the Block mission line and vote against Sophia
2. Pacify her once you are alone with her
3. Disguise yourself as a knight and kill the elite guards in the penthouse
4. Go to the last staircase corner before the lounge and kill a someone while being seen
5. Take a seat and kill every guard coming around the corner for the next 15 min or so (until they stop coming in a conga line); the shotgun is the best choice imho
6. SInce you are hostile with the knight outfit anyway fell free to make all the challenges you can

These include:
All the Kings men
King of the Castle
Weekend at Janus'
Rude awakening
Fin
Spade Knight
Egg on your face
I challenge thee to a duel
*the one killing 3 people in total with the portcullis

There are few things to consider though:

• Casual or Professional only due to many required safety saves
  
• Pacify the constant and hide him asap so he cannot flee and put you on a timer
  
• Combine "Weekend a Janus's" with "King of the castle"
  
• Finding all the Elite Guards can be pain in the butt, be patient
  
• This killing spree can take quite a while
  
• Enjoy the bullet sound bug :)

Please note that i did this after i have done most of the other challenges and i just wanted to get the items for other missions (also i did not find another way). There is no set way to play hitman; SA/SO is just one way.

With just a little planning and reloading after getting it all set up I ended up doing 17 challenges in a bit over an hour

The story path for Block sets up a lot of options
