yes you can as there's a priest disguise in the church basement. same place as the church security room.

Your complaint was that you couldn't find the disguise in Professional.

The problem: You're playing in Master in those screenshots.

There are no disguises on the ground in Master.

This challenge is designed for Professional or Casual modes.

Typical PEBCAK error.

The only ones on the ground in Master are the type that are unique and can't be obtained from people. If it's a disguise that someone wears, the easy to find duplicates are removed. In casual there's extra. Pro is the default between the two.
