Is all save data in the cloud?

I'm planning on upgrading my whole rig soon, but I was worried about losing my save data. I've noticed it syncing when I close out of the game, but what exactly is synced with the Steam cloud, and what do I have to manually carry over? Thanks!

I only care about the mission stories/location challenges. Do those carry over?

thats your profile and unlocks, all mastery, items etc carry over

save points, like I said, they have nothing to do with your profile and unlocks, they are just temp loading spots for where you happen to be while replaying a mission, completely unrelated to your profile
