Patient Zero campaign not accessible

I own hitman 1 and had a season pass, so i had access to all the bonus missions. I purchased Patient zero when it came out, played through it no issues. The only thing i did not purchase from hitman 1 was the GOTY costumes pack (this came out after the PZ level was released).

I was a bit suprised to see that i cannot access Patient Zero in hitman 2. It detects my "legacy" bundle, and i can play the old mission as well as the bonus missions, but apparently my patient zero mission does not carry over?
Was this because i had bought PZ outside of the GOTY edition?
Anyone else see this?

Game of the Year is two pieces of a bundle, you were never supposed to be able to buy them seperate, if you did, you do not own the GOTY and are not eligible for the free legacy version

You need to either purchase the part you dont have by buying the Hitman (2016) GOTY bundle, or buy the GOTY upgrade from within Hitman 2
