What am I missing? I use a wrench on the valve then crank the pressure on all three pipes. I take out Moses and end the race. Sierra accepts the trophy and walks off.

Do I need to manually trigger the pyrotechnics?

no, you need to temper the valve on the left then interact where all the 3 pipes are.

if she won, temper the pipe on the right and only she will die.

edit: but it takes a while after you end the race to her actually get there and die

You could just kill her, but watching them all fly into the screen behind them is priceless.
