The Bank and Haven are both great maps and worth it on their own, but the special assignments and extra sniper maps are also pretty enjoyable.
Ghost mode is fun and pretty enjoyable though it's kind of dead so unless you friend some people to play with you'll be waiting in the queue for a while.
With just the Legacy Pack you should own the Himmelstein sniper map so you can give it a go yourself. Singleplayer sniper it fun enough and I'll still play it from time to time, the sniper multiplayer is nothing special and basically the same experience as the singleplayer as nothing changes except you have a second person with you.
Ive heard that the bank is too easy and island lacks content but I cant confirm. My favourite maps form Hitman 1 are for sure Hokkaido and Sapienza.
If you own Hitman 2016 GOTY Edition then the Upgrade is a waste of money.
