Clown suit is a joke, it doesn't give you access to anything and is treated like any normal suit, it's not a disguise. People can clearly see your face and you don't blend in as anything special.
And besides you never really run, it's a light jog speed, people would just assume you are in a hurry. No one is going to panic over that.
You couldn't just walk up behind someone. If you lingered too close at someone's back, they start looking at you over your shoulder. Pretty sure they freaked out if they saw you readying the fiber wire.
Running and stuff didn't work either. They'd freak out.
I wish they'd kept this sort of thing. It made it feel so much more realistic and it was challenging to do things. In the last two games it's almost arcadey the way people just give you a pass for everything.
The bunny suit should be illegal in the entire bank though, I agree with that.

I think wearing a full face mask in a bank, bunny or not, would gain quite a lot of attention.
Not just banks. Masks in general are illegal in New York. Have been since 1845.
Individuals are not restricted and there are numerous exceptions for party and performance events so long as they are not political or religious protesters.
And there are exceptions for protection from the weather.
You'll find masked street performers along with buskers on NY streets. I would expect bank employees to be suspicious (and they are) but seriously, anyone who has spent much time in NY would tell you, no one is going to say anything about weirdos in costumes, there's too many theater and off Broadway and even street performers for any civilian to bother caring. A big white bunny won't draw attention any more than the naked singing cowboy or the robot mime.
But they can be and it's open for the police to enforce as they see fit. When the guy dressed as the Joker shot up the theatre, people going to New York Comic-Con were advised not to wear their masks for their cosplay on the way to the convention, to apply any make-up or mask once they got there. Some people in Joker make-up and at least one plague doctor were detained on the way there that year.
Yeah, and? Certain realistic mechanics aren't going to make it any less of of a game.
In Hitman's case, revising those mechanics and bringing them back in some form is only going to add more of a challenge, something the game sorely lacks in moment to moment gameplay for a lot of people.
I love Hitman for the puzzle game it is, but it's a bad shooter and a very basic stealth game. Wouldn't hurt to flesh out those areas a bit now that they seem to have the core experience down.
I'd think there would be better ways to increase difficulty without resorting to making running illegal or suspicious.
Back in SA and Contracts (i think) you got shot for running so you had to walk everywhere, this was fake difficulty and artificial padding at its finest, and also completely absurd. That should never return.
BM made running legal but did have NPC's be very aware of runners. This didn't increase the difficulty at all because BM is by far the easiest game in the franchise. Turns out hitting the crouch button before downing someone isn't very hard. It wasn't implented realistically either from what I remember, everybody would stare 47 down as if he burst out in song.
And now we have NPC's who can't hear footsteps, at least on professional. I don't quite like it either but at the same time, would it add anything of value if 47 is forced to walk up a target instead of run up to them?
