Pretty sure he wrote it on a sticky note (the one on the marble furniture in fort of the door) in Hector's room after they argue about something (probably his relation with Andrea) but the event doesn't seem to be triggered anymore.
Can't remember if I did something more the first time but don't think so. Maybe I heard a conversation without noticing or I should give him the letter he lost (but I won't be able to give it to Andrea).
Rico seems to come and go to Hector's room, sometimes talking to him, sometimes not. I keep waiting and I'll tell you if if find anything more.
Waited for ages and it seems to be the only way.
(Btw you can take the letter back if you kill/knock him)
you don't have to though. Once he gave you the combination, he'll go and hand the letter to someone at the house of the lady who you would bring it anyway. She will get the letter and the next time she is at her "inbox", the game will handle it like you dropped it there. She'll hold her speech and go on the balcony from where you can kill her. (Don't place the letterbomb though, she will try to open it too)
Since it will take him a while AND take a while till she opens it, you don't need to hurry up and can go on with your business in time.
It will ALSO trigger the achievment
