Edit: I went on a hunch, and loaded into Professional rather than Master, AND THE WRENCH IS THERE.
Seems like they remove item placements in Master difficulty!
Yup. I've been running around for the last hour and the exact same thing.
I can't even find a wrench *Anywhere* on Master difficulty, but i've not checked every possible corner, I will admit.
It feels like some routes are now locked out in master difficulty... :(
Finally found it. These must be more common on Professional difficulty but I'm fairly certain there is only one on Master. It's by Martinez' office building in the village. To the left of the front door someone is working on fixing a scooter, with a wrench on the ground next to it.
