Problem: Really quiet/low sound
I've just installed the game and experience really low volume, although sound in Windows is set to 100% and ingame to 20/20.
Is there any fix known?

I would also alt-tab out of the game and open the Windows volume mixer (right click on the spearker icon to select this) to make sure the voulme for this specific game hasn't been lowered somehow.

The problem only occurs on my internal speakers (laptop) and external 3.5mm speakers.
The game is on normal volume when using my wireless USB headset.

Everything is fine there, already checked this (100% volume).

Interesting, I get the same thing. I have to jack up the volume when I play the game. The volume becomes abnormally lower than usual. Only happens with the game. I check my volume settings in Windows and it's at 100%, so I don't know what is the problem either.
I used to address this problem back then because 2016 got better surround and sound(much louder and immersive), and i really2 test it throroughly..but after a while i got used to it and i play at 20-28 volume with headphones)...and yes i play with the same range of volume with 2016 too.

Which sound in windows is set to max, it's worse in windows10 but you'll find earlier version have about a dozen settings you can adjust the volume from.

Sound of the game in soundmixer is at 100%. Sound ingame is set to 100%.
I'm not sure what you mean but all the options I know are at 100%.

I mean there are more settings hidden away than you have mentioned.
Soundmixer? are you running an older version of windows like 7 or XP? or you mean volume mixer?

Have the game running and alt+tab out of the game back into windows.
Go to settings/System/Sound
Down the bottom of that there will be "other sound options" and under that "app volume and device preferences"
Make sure the volume for both steam and the game are set to max.

Open your sound mixer from the taskbar by clicking on the icon and selecting Mixer while Steam is open. You'll find that a separate sound option for Steam actually now shows up. It doesn't show if Steam is closed. Maybe that setting is not correct. The other thing to check for is your sound settings in the control panel, even in Windows 10. I'm on 7 right now, but I think the Control Panel is in the Start Menu under Windows/Administrative Tools, then click on Hardware and Sound/Sound and look to see which devices are checked, in other words active, in Manage audio devices.

Yes, I mean Soundmixer on Win10.
Both steam and hitman are set to max, doesn't fix my issue though.

Steam and hitman are both maxxed out. Also the active device is the device I'm trying to hear the sound from.

Can you tell me where this soundmixer is? there is no default windows app called soundmixer, if it really is called soundmixer, it maybe you have a 3rd party sound config from what ever soundcard you have, that could cause problems then.

Right click the sound icon in task bar and select the first option. That's what I mean. I'm german, so I don't know the exact name of the option.

Volume Mixer.
I wasn't trying to be rude, but as I said there are thousands of 3rd party sound mixers, making sure you are using the correct one is needed to help resolve your problem.
Is this the only game that is experiencing this low volume on?
As a long shot, doubt it will work but anything is worth a try, in steam right click on the game and select "Properties" in that window lower down there should be a check box for the "in game steam overlay" Uncheck it and see if it makes a difference.

Any newer game is ment to run on 5.1 or 7.1
Laptop speakers run on 2 channel and dont recieve all the data. Its loke removimg the rear, center and sub from a 5.1
U r left with literally 1/3 or less of the sound. Headphones should work fine because the game has them programmed in.
