I can confirm its possible (I've done it).


-Start on the hill, with at least a lockpick and the rifle (rifle will need to be agency pickup on hill).
-Raise flag at house
-Maelstrom will come to hill and change clothes, "snipe" him at close range from indoors while he is changing.
-Leave hill, approach train station from side back.
-Lockpick the door on the storage crate to bypass guards
-Climb in through window near train car.
-Climb on top of train car
-Wait for queen whats-her-name to go wash up after holding court
-Snipe her from over wall from top of train car
-Leave the same way you came in.
-Head towards docks
-Near docks is a crows held building with a small tower on top, go into that
-Wait for Rangan to be talking face to face to the mole he has imprisoned at his highrise, snipe him then.
-Leave via docks

Using those steps I was able to complete the sniper assassin challenge on master difficulty.

You know you don't actually have to snipe targets from a distance right....you can knock them out and drag them to a secluded spot and then shoot them with the rifle.

SOme snipers have it, others don't. You can't put it or remove it.

If you don't want to unlock one for now, just take the kashmirian's sniper. It may not look like it but it's silenced.

It says that some weapons can be customized but i dont see an option anywhere...

They "are custom" but no weapon can be customized.

Even if enemy shoot it doesnt mean that you were spotted.

For example in colorado, you can still finish job never spotted, even if you just shoot all targets from water tower.

Guards start shooting to the tower because the know that someone shoot from top of tower. But as long they are far away they cant recognize your identity.

If you leave area fast everything will be fine.

Just shoot ths target and
leave the area fast.

I have the same problem, i tried everything and watched every video. It's bugged as hell.
