I prefer throwing items: wrench,coins...etc (However in planning I DO NOT waste a gear slot on coins).
If there is no throwable item on me and no throwable in reach and I'm in need for an immediate distraction I use my ICA19 Silverballer.

The fish. The game's ultimate weapon and distraction tool.
I prefer not to distract them.

It depends, all have a use. Coins bounce alot so not the best choice if you want to lure someone precisely, but npcs WILL pick it up, so you can use it, just placing it on the ground works as distraction too, also npcs most likely won't spot a flying coin in the air. Shots are super useful to make guards look other way, but gunshots can be heard from close distance, even krugermeier can be heard if you are right next to npc. Also shooting in this game makes a lot of uses, triggering generators, alarms, making panic etc.

if an NPC is close i'll use an item, if no NPCs are near me and i need to distract someone i will use a silenced gun, guards only get distracted if they hear the bullet impact if your too close they'll hear the gunshot even if it is silenced and could screw your carefully layed out plans all up

Coins since you can hold enough to lure guards along a specific pathway as you keep throwing them

coins

It's situational, coins are good because if you're relatively close but still hidden, don't make the people around you go "HEY STOP THROWING THINGS" even if they don't see you (which happens a lot with wrenches and stuff, even when you're hidden). Usually only throw other things if I don't have coins, or if they're illegal items and trying to distract a guard for longer, or to make a civillian fetch a guard to get them away. Placing weapons on the floor on the path of someone is also a common method for me. Shooting at stuff is a bit more iffy because of possible bullet impact or gunshot sound, but good for when you need something really precise and quick.

My first choice for distraction is the silenced handgun. It has superior range, accuracy and speed. Pull out the gun, shoot at the floor/wall near the NPC, holster the gun. Easy. You just have to be careful not getting spotted while shooting. And make sure nobody hears the shot, just the bullet hit.

There are situations where an item or coins will be more useful though. Leaving coins on the ground for NPCs to follow, for example. But since I got mastery level 20 on all missions, all that's important to me now is finishing a mission as quickly as possible, so I don't care about the breadcrumb trick. There are always faster methods to get close to your target.
