No, that's not it. The audio is coming specifically from the locations the npcs would be, even sounds of the target's wine glass.
I managed to complete the target fine, but i think it's just an audio bug.
Game has a lot of audio bugs in various maps, not surprised it would happen in this ET
First time I noticed was in marrakesh a gilded cage, the security advisor on the roof, the first time you go up there she's on her phone with a rather long conversation. if you reload or restart, every time there after you go up there that conversation is happening even if she's not visually on her phone and is just walking around on her normal path around the roof
That's just one example of many, the conversations once triggered seem to linger in that location even if the event is no longer there during a reload
