Just try to check the markers on your DLC list - it did an update for me and then next time i started up the game I had the maps.

Did you buy the levels piecemeal? Did you get the GOTY version they sold later? And yes, I get that you said you own Hitman 2016 GOTY, but it is worth double checking.
Nah man I didnt bought any DLC for Hitman 2 yet.
I can say I had this complete Ediiton thingy or whatever its called (where u get all Maps)
I dont have the Patient Zero DLC though.
But When I played Hitman 2 the first time I couldnt play the Legacy maps then I checked the DLC list which u find in Library by clicking on any game and scroll a bit down. I think I check the boxes? I dont remember exactly but it suddenly started an "update" and i the next launch the maps where avaible for me
edit: I bought the FULL EXPERIENCE update.
Oh and I notice u say you have the Free version - I think that wont work then.
I guess this might be the cause. I'm still hoping that IOI would remove this always-online DRM and how they would share your private info with 3rd parties etc, which is the reason why I didn't immediately buy hitman 2 to begin with even though I love hitman 1 so much.
I guess I will just keep waiting then ...
