Some people will argue to their death and scream BALANCE and blah blah blah blah about you can do so with fewer tools; thats not the point and no one can claim that finding items in Hitman is the best part of the game. Make more slots unlockable at Mastery 20 or something; or unlock as SA/SO. Once we can beat on the tightest of constraints, I think balance is not a big deal anymore.
Is also a bit of an annoyance that fibrewire and coins are "items". I can sort of understand the former, but and doing the signature kills requires more planning but it means no one really bothers with it unless they are doing a challenge with it. Coins is a little silly as most human beings carry coins anyway, and would an assassin really decide between carrying coins or carrying some poison pills?
