the requirement in Hitman (2016) was always bounce off the mirror and have 2 coins hit 2 rocks, I doubt the requirement for that has changed
you are correct about the bounce though, coins do not bounce as far in Hitman 2, it's very likely to be near impossible to accomplish this unless they tweak the bounce distance back to what it was
do you remember what part of the mirror you were throwing at? mine all seem to end up on the back shelf, they hit the mirror and drop like a rock instead of bouncing out into the water
i.e. if you didn't get it after throwing them all in, place a fire extinguuisher on the ledge, shoot it with the silenced pistol so it falls in and explodes, pick up the coins and keep throwing them in (be careful as guards will come to investigte and will pick up the coins on the floor).
After the second fire extinguisher and thrwing the coins in again I got the achievement.
you could just make a save point and reload instead of blowing things up to get the coins back....
Top left of the mirror. More top than left though so not directly in the corner.
So I listened to my friend, Lucky, and he said that the challenge can be completed by simply having the coins bounced from the mirror to the fountain and that's literally it.
I can confirmed this by doing exactly what he said and I recall that the coins landed in the middle of the fountain, not touching the two rocks at all.
It took me a while to get it because the coins didn't bounced far enough into the fountain.
I unlocked it in the previous game with far less than 13 but only after getting them to hit rocks (twice)
tuppence means two (tuppence = two pence = two pennies), the 13 makes no sense
Show me a video in Hitman 2 of someone doing this, because all the old ones are done by hitting 2 rocks, including the one guy who says he threw 13, he did, but his last one hit the second rock, and the others all did it with less than 13 throws
All I got is what other people said:

You need to throw 13 coin on the mirror, and they have to bounce back into the fountain. You know you did it right if the coin no longer appear using Instinct. Save everytime the coin hit the mirror and succesfully fall into the fountain. If it get stuck on the rock or plant, simply reload the save and throw again.
The whole hit the rock was just the first theory about this challenge. This one is the true solution.
The guy above with the reddit link is right too.
