What exactly causes the tattoo storyline to bug out is Santa Fortuna?

Been trying to score "Hero of Santa Fortuna", saved tattoo artist for the last before submarine (oh, and before statue reveal too). Storyline bugged out massively - wife's lines start prematurely, it's impossible to do selfie with her, as controls just freeze while nothing happens, and Rico can't send away his bodiguard, which, in turn, doesn't let me do anything with tatoo.

Which of the following can potentialy screw scripting here?

Love letter delivery.
Making hippo feel happy.
Glueing the cocane bus.
Performing the cleansing.
Fixing cocaine machine.
Waking musicians.

Thanks for any help in advance.

I don't know if it is related, but the waking of the musicians might have done it. Some of the npc routines change when that opportunity starts, including the guard he's supposed to send away during the tattoo.

Also, did you start the tattoo mission after hearing the couple by the water talk about it? Some mission stories want you to follow the steps exactly. I don't know if this is one of them...

Last suggestion (besides restarting) is to move to the balcony outside the office if the wife is talking to you about the photo anywhere but there. There's a fixed camera/mini-cutscene for the photo, so if you're not getting prompts you might just not be in the right place for the camera script.

You can always sneak into the mansion and approach Rico directly so as to cut out Catalina's part entirely.
