Level 20 in Siberia for the Arctic rifle?
I'm sorry, but no. There is no incentive for me to grind a level for hours on end once I've done the challenges, let alone for a sniper that is far outclassed by the Sieger Ghost.

The rifle would be the incentive to grind

I don't consider it enough incentive to grind so I don't do it. You seem to want it desperately but can't view it as an incentive

You either want it (that's an incentive) or you don't (in which case you can ignore it)

Or you can just play occasionally and have it unlock naturally. You seem angry that you have options.

No, this is objectively bad design that forces the player to repeat the same level over and over to the point they don't even want to play it. They have set the bar way too high on this unlock. To have it unlock naturally will take far too long for it to be relevant anymore.

The point of accident kills being ♥♥♥♥♥♥ up right now is also one of my griefs. It is ridiculous. Why is it encouraged in sandbox mode and so strongly punished in SA ?

Because it's a matter of perspective.

Someone who puts 25 hours into Hitman a week and has 2,500 hours total isn't going to view the sniper rifle unlock as a grind -- they likely had it a couple days after release... but why are we listening to that person when they are such an extreme outlier and they don't represent the majority?

Someone who has only put 15 minutes into the game and doesn't understand any of its mechanics is going to clearly see the rifle unlock as a grind... but once again, this person is an outlier. Why listen to their opinion on the matter?

Honestly, I don't think this rifle is any more of a grind than the TAC SMG Covert or the Phantom Suit, or the Undying Look, or the Winter Suit. It's not any surprise that a game all about patience has its top-tier unlocks require a bit of... patience.

I have the game on PS4 and just recently got it for PC during a summer sale, haven't played much on PC yet but it's the same game. Who is putting 25hrs a week into Hitman? It's not meant to be that sort of game. As you say though, a matter of perspective, people who are streaming/making youtube videos about this game constantly and playing 25+ hrs a week are not going to see the problem with the grind because they're so detached from the avg player. According to Steam Spy the average player plays around 20hrs of the game so for you to say grinding 5hrs for a rifle is reasonable is hugely unrealistic.

I remember on level 19 --> 20. I had to do 5 or 6 silent assassin runs of 2,200,000 exp each to level up.

I'd still spit on the floor and call this ♥♥♥♥♥♥♥♥.

Massive difference between a tremendous, pointless grind to pad out the game's length and playing the game to get rewarded. The design is awful.

Just start the level, get enough disguises and paths cleared and save. Once you complete an opportunity/challenge, reload. You don't have to finish the level for challenges to be registered.

It usually takes me 1 or 1 and a half hour tops to get level 20 mastery in most levels.

Do you have any concept of what is being discussed here? That's not how the sniper missions work, at all.

If this was a regular mission location mastery, there would be no one complaining.

Even after completing the challenges to 100% you aren't even remotely close to being level 20 in Sniper Assassin missions, not only that but you can't save and reload, at all, and you need to complete each run to get any experience from it.

Compared to a normal mission location you are replaying, in full the Sniper Assassin missions for many hours beyond what it takes to master a normal location and with far less options to keep it interesting.

Even without the new content you have access to HImmelstein, the grind is the same, there's just no reward at the end.
