Report a translation problem
Go through your hardware management list and disable any devices you aren't currently using, some people have had issues with racing wheels. I plugged in my camera once to transfer pictures and my computer asked me what it was, one of the options was controller until I installed the correct driver for it.
I totally forgot to update this post. I fixed my problem by disabling "HID-compliant game controller" from the control panel / Human Interface Device. Try this and see if it works for you too.
The game can be confused just from certain controller drivers being turned on without a controller plugged in, check your actual device management, not just what is plugged in.
Did that as part of "disabling everything" Even disabled the legitimate controller I didn't have plugged in, just to be safe, but whatever this is, its still going on.
